I saw this and thought it might make a good kind of species or race fr a SFRPG. Maybe humans who had been adapted to a heavy gravity world, and the legs were compressed to deal with the heavy gravity, or maybe even light gravity and the legs had been reduced due to lack of need.

So would you use this as inspiration for a RPG character or type and if so what?

Not sure you need to look as far ahead as that: they're obviously humans who, having spent so much of their time in sedentary jobs and leading sedentary lives in general, have gradually lost the use of their lower limbs and so have become a race of what the caption calls Urban Thugs. As such they would qualify as goons for future world gangsters, either on Terra or other planets, akin to the Orks one meets guarding relatively unimportant facilities in games like Deathwatch etc.
